- What benefit should this project create?
- Who owns the benefit after delivery?
- Which governance decisions require approval?
- Which legal, regulatory, or organizational constraints apply?
When priorities change, reassess value and impact before recommending a response.
Applied scenario
Situation: A sponsor proposes a feature with high visibility but little connection to the approved benefits.
Best response: Assess the benefit, cost, risk, governance impact, and alignment before recommending a decision.
Exam trap: Activity and visibility do not automatically equal value.
